Question of Perspective

There's 6.5 billion people on the earth and one in four thousand are using heroin and cocaine. Should we continue to create an atmosphere for corruption and secrecy by outlawing these substances?
In the eighties, the USA had a crack epidemic now the little brothers and sisters of those users won't go near the stuff except to market the products. My own personal observation as a cabdriver.
The pornography business has had it's economic model destroyed by the open and free access on the internet Wouldn't a similar fate await the drug dealers with government regulation and a open market.
Criminals create more criminals, secrecy creates more secrecy.
