Wasn't there a massive increase in spending in infrastructure under Obama?

What are they gauging in terms of infrastructure? What we have now, how much we are spending, or something else?

Infrastructure

There is no surprise about infrastructure's condition. Since broadband access is part of infrastructure projects, we are falling behind on all levels. It takes constructional disasters in bridges, dams, roads, etc before we start applying new technology. I live near New York City and I know that Tappan Zee Bridge is in critical condition and our New York Subway system is in dark ages due to bureaucracy and red tape. Unfortunately, more government regulations and spending on not required social programs puts pressure on individuals and companies for further investment on infrastructure projects.
