The Man Who Knew Too Much

Libyans may be celebrating the killing of Muammar al-Qaddafi, but you'd better believe that Western governments are breathing a sigh of relief themselves.

BY DAVID RIEFF | OCTOBER 24, 2011

Whether the NATO countries -- who had only a few years ago welcomed Col. Muammar al-Qaddafi back into the international fold in exchange for his renouncing his chemical and nuclear weapons programs and allowing U.S. and British experts to come and help dismantle them -- played any role in what certainly appeared in first reports from the scene to have been the summary execution of the Libyan dictator will probably never be known. What the video evidence does prove is that the Libyan revolutionary forces did not find him already dead or killed by a NATO airstrike; nor does the initial claim that he was killed in "crossfire" between insurgent forces and diehard regime loyalists stand up to even the most minimal scrutiny.

NATO does acknowledge that its planes bombarded the convoy in which Qaddafi was fleeing the city of Sirte shortly before it was intercepted on the ground by the insurgents, but it has denied it even knew he was there. If that is true, and the French, British, and Americans did not try to make their own luck, then they certainly were very lucky indeed.

Qaddafi was, quite simply, a man who knew too much. Taken alive, he would have almost certainly have been handed over to the International Criminal Court (ICC), which had indicted him -- along with his son, Saif al-Islam, and brother-in-law and military intelligence chief Abdullah Senussi (whereabouts unknown) -- for crimes against humanity in late June. Imagine the stir he would have made in The Hague. There, along with any number of fantasies and false accusations, he would almost certainly have revealed the extent of his intimate relations with French President Nicolas Sarkozy and British Prime Minister Tony Blair, the details of his government's collaboration with Western intelligence services in counterterrorism, with the European Union in limiting migration from Libyan shores, and in the granting of major contracts to big Western oil and construction firms.

He would have had much to tell, for this cooperation was extensive. In the war against the jihadis -- a war to which Qaddafi regularly claimed to be as committed to prosecuting as Washington, Paris, or London -- links between Libyan intelligence and the CIA were particularly strong, as an archive of secret documents unearthed by Human Rights Watch researchers has revealed. If anything, the CIA's British counterpart, MI6, was even more involved with the Qaddafi family. As the Guardian reported in early September, it was Sir Mark Allen, then the director of the counterterrorism section of MI6, the British overseas spying agency, who was the key figure on the Western side in the secret negotiations to get Qaddafi to give up his WMD programs. The Guardian story further laid out how, after failing to become director of MI6 in 2004, Allen went into the private sector, becoming a senior advisor to the Monitor Group, a consulting firm that was paid huge fees by Qaddafi to burnish his image around the world, and, while they were at it, helped Saif (who had been his father's initial envoy to MI6) research his PhD thesis for the London School of Economics (LSE). Allen was also an advisor to BP, helping the oil giant secure major contracts in Libya from the Qaddafi regime.

The idea that Allen was the only senior Western official to establish such close ties with the Libyan dictator and his family is ludicrous. To the contrary, both the British and French governments were soon falling all over themselves to curry favor with a newly "respectable" Qaddafi. The Daily Mail reproduced a facsimile of the letter that, while prime minister, Tony Blair wrote to Saif Qaddafi to help him with his research for his LSE doctorate. Both during Blair's premiership and that of his successor, Gordon Brown, Britain aggressively pursued sales of military equipment, up to and including warships, to the Libyan regime, and sent members of the elite Special Air Service (SAS, the equivalent of the U.S. Delta Force) to help train Qaddafi's forces in counterterrorism tactics. Not to be outdone, Sarkozy, to the consternation even of many members of his own cabinet, invited Qaddafi to Paris in Dec. 2007, for an official state visit, the upshot of which was billions of dollars in contracts from Libya won by French firms.

Don't count on it yet

Like many other tyrannical dictatorships (Hitler, Stalin) Qaddafi and what he knew/did all these years makes for a massive paper trail. From other news feeds that I've seen some of that was taken by the remnants of Qaddafi's followers/family across the border to place like Algeria (in addition to large amounts of gold, Euros, and Dollars).

But with 40+ years of history behind this strange man, I have no doubt there is thorough documentation of its history from beginning to end. So long as they exist in a country with no domineering rulers from Tripoli to call the shots, it could make for a slow-motion, excruciating, paper-based WikiLeaks.

Yet Another Conspiracy Theory and its Firm Believers

The senseless execution of Gaddafi who was caught alive is only symptomatic act of the troubled and suppressed tribal society, he sprang from. where violence has been the final arbitrator since ages.

But beyond that, there goes another conspiracy theory and associated conspiracy pedaling western believers.

What else other than a summary execution of Gaddafi is respected from an angry bunch of young fighters with out chain of command, set of rules and objectives in place?

Middle Eastern societies have to do a lot to get out of their medieval/tribal mindset and align with the imperfect world and its currents. But it will take time to realize that they have themselves suffered most from the age old insularity and various obsessions fueled by their greedy and barely literate tribal rulers.

Why no one out of Middle Eastern rulers of various back grounds and education have ever promoted liberal ideals, ethos and practices?

Why they only fatten themselves obscenely and only share bared minimum with their people, who have been highly oppressed, discriminated and exterminated with single objective in mind; the perpetuation and strengthening power and control of the dictators.

Why most of Middle Eastern countries are always ruled by teeming brutal dictators and their henchmen with demonic power of army?

Example of Libya and Col Gaddafi is important to understand the inherent maladies and absence of modern ideals and promotion of common good, same was the case with Saddam and Iraq.

What stopped Col Gaddafi to be a liberal and modern ruler and set rule for other in the region and beyond?

He indulged in what can only be described as atrocious behavior in personal choices and as a ruler.

His bevvy of female body guards, Bedouin tent, camel, siphoning off huge wealth for personal use, insularity, age old antagonism and funding of terrorism across the world, manifests not only the personal idiosyncrasies but societal ones as well.

Now the main issue is, will Libya be different, modern and progressive and align with the imperfect world, when Gaddafi has gone?

Anti west-nationalism is one of the main plank of emotive narratives used by likes of Gaddafi, while they get involved in mindless thuggish proclivities, huge corruption and intimidation of their people and also the western countries and companies they deal with.

They shamelessly exploit and extend the age old Arab Nationalism built on deeply anti west sentiments to foist themselves on their people along with worst behavior, personal and as rulers as well.

But their huge mineral wealth come only with collaborations with western nations, who had the skills, technologies, market and abilities to make the oil industry operative along with benefits.

Who is to be blamed if this natural wealth is hardly used for common good and related all around betterment of the people of the region?

Why with out exception the huge oil generated wealth is used to buy weapons, foment international terrorism, religious regressions in the world?

Gaddafi had eventually accepted Libyan role in destruction of a Pan Am Flight 103 over Lockerbie in 1988, resulting in death of 270 people.

What Gaddafi and Libya achieved from This act of Terrorism?

Gaddafi could have gone away with out bloodshed and destruction. But he never did and went on to unleash brutal war on own people along with destruction and there by planting more conflicts and brutalities with in.

His behavior is not unique and perhaps only symptomatic and representative of the societies and region, where barely literate canny foxes like him can get power by violence, oppress people by guns, loot the resources and intimidate the world with their hideous buffoonery and obsessive violence and regressions.

The notion that this obviously erratic and confused man would have implicated ANYONE is a joke. His history is one of wild conjecture and lunatic thinking. A close example would be Robert Mugabe.

Yes western government..

Yes western government will be probably happy as it was their job to kill and finally they became successful in it. It also becomes from the context that "NATO does acknowledge that its planes bombarded the convoy in which Qaddafi was fleeing the city of Sirte shortly before it was intercepted on the ground" western governments will be breathing a sigh of relief. Anyways now it is time for Libyan's to stand up once again and create their own destiny.

Gaddafi and the UK media

Shock Horror! Bedouin buried in the Sahara (near his home town)! Oh, the inhumanity, how could these “savages” – as they were described on BBC Radio 2’s Jeremy Vine show yesterday – be capable of such horrors? Media hypocrisy has gone into over-drive on this one. To see Jeremy Paxman wringing his hands over Gaddafi’s fate on BBC 2’s Newsnight was too much. Perhaps when you are rich and powerful a revolution looks scary, but for the dispossessed, the tortured, the slaughtered and their families and the 40,000 Libyans who have laid down their lives this year to rid themselves of yet another Western backed tyrant Gaddafi got off lightly. I hope the Libyan people and government remember the UK media when the contracts are awarded to reconstruct this oil-rich nation.

Qaddafi

The time is not far away when the common Libyans will remember and miss Qaddafi. All the NTC leaders ultimately will be looked at as the Agents of the West and they will be taken to task as traitors of Libya. Reportedly a large quantity of those weapons which the West has been dumping with the rebels have fallen into the hands of Al-Qaeda. If this report is true then Al-Qaeda once again rise from the dust to become a rather scary monster. Good luck to NATO for far exceeding the mandate given to them by the UN Security Council.

couple things...

I really enjoyed this article––very compelling––but two things don't make sense to me:

1. It sounds like the secrets Gadhafi would have revealed are not secrets at all. You just published them in Foreign Policy. Maybe NATO should have taken you out, too :p

2. If these Western countries were so cozy with the Gadhafi regime, why did they help overthrow it? They could have stayed neutral like they're doing with Syria.

I would like to think that all this revolutionary stuff going on in the mideast will work out for the better but I truly do not believe that is the case. There's not to many level headed leaders in the mideast countries. Things may seem to be better at first but after a couple years or so it's going to be the same thing if not worse. ipad alternatives

I hope all Libyans will be much happier now.. I've worked there for 6 months as a fertility expert and i've seen their suffering. This is definitely a relief for me and my clinic, as well as the people of Libya.
