End of the Argument

How we won the debate over stopping genocide.

Just 10 years ago, the international response to mass-atrocity crimes -- genocide, ethnic cleansing, and other large-scale crimes against humanity -- was a consensus-free zone. For all the "never again" rhetoric and human rights conventions launched with fanfare and sincerity after World War II, an unholy mess was made of dealing with every major man-made human catastrophe from Cambodia in the 1970s to Rwanda and the Balkans in the 1990s.

Today, the "responsibility to protect" doctrine, or R2P, has become a commonplace of international diplomacy, invoked in crises from the Congo to Kenya to, most notably, this year's struggle in Libya. So how did we go from complete ideological division on the response to mass-atrocity crimes to the current overwhelming consensus, at least on basic principles?

The problem had always been the bitter conceptual divide between those, largely in the global North, who rallied to the banner of "humanitarian intervention" or the "right to intervene," and those, largely in the global South, who -- conscious of their fragility and remembering too well the "civilizing missions" of the former colonial powers -- argued that state sovereignty was absolute and internal events none of the rest of the world's business.

To bridge that gulf, in 2001 my colleagues on the International Commission on Intervention and State Sovereignty and I launched the "responsibility to protect" concept. Four years later it was endorsed unanimously by more than 150 heads of state and government at the 2005 U.N. World Summit.

There were three basic reasons the new idea caught on so quickly. First, we used language that was inherently less confrontational -- emphasizing no one's "right" but everyone's "responsibility," and placing the focus on action "to protect" rather than "to intervene." Second, it was made clear that the primary responsibility to protect people at risk lies with the state itself, not outsiders. And third, it was emphasized that R2P was about a lot more than coercive military intervention. Whereas the choices under "humanitarian intervention" boiled down to either sending in the Marines or doing nothing, those under R2P are nuanced and multidimensional: Start with preventive activity of all kinds; if that fails, move to diplomatic persuasion, then to nonmilitary forms of coercion like sanctions, and only as an absolute last resort to military action.

Since 2005, moving from rhetoric to effective practice has had its difficulties, and plenty remain. But step by step, R2P has been gaining traction, and 2011 was when it really came of age: institutionally, conceptually, and on the ground.

Better institutional machinery is rapidly evolving. The United Nations, regional organizations, and national governments have been establishing "focal points": officials whose day job it is to monitor emerging crises and energize responses. In the United States, President Barack Obama recently directed the establishment of an interagency Atrocities Prevention Board designed to coordinate government responses to these situations, taking those responses to a new level of effectiveness.

Know how to end an argument on a positive note:

Be calm and respectful, without resorting to hurtful language.

Acknowledge the other person’s viewpoint.

Recognize when the conversation isn’t going anywhere productive.

Agree to disagree. Everyone has different perspectives, values, and opinions.

If someone keeps arguing – just ignore them. Don’t give them any food for fodder.

Walk away if you have to.

Later, reflect on how you could’ve handled the situation better. We all make mistakes, especially when talking about something we are really passionate about.
I find that actual arguments are completely unnecessary and nonproductive for all involved. I have not had one in years. I have discussions. We maybe have different perspectives and that is OK with me. If it is not with them, that is OK too. It takes two people to have an argument. I am not going to be one of them.

Understood, but I think arguments can be great learning exercises. You can argue and still be friendly and/or respectful about it. If done right, it can help sharpen thinking, and leave you with ideas you've never thought of before.

End of Argument???

I cannot believe you write an article about how great the world is for finally coming to its senses and seeing colonialization and ethnic cleansing as crimes. R2P has done nothing about the Zionist Israelis and their continued ethnic cleansing of the Palestinians, which by the way, you fail to even mention the Israel/Palestine issue. Read the book by Israeli historian,Ilan Pappe, "The Ethnic Cleansing of Palestine." and then rewrite this article. Look up in other history books not touched by the Israeli history revisionists. This issue of colonization and the imperialist nations in Europe and the US complicit encouragement of ethnic cleansing in Palestine, of which the world continues to be in a state of denial over the 1948 debacle that removed 800,000 Palestinians forcibly over six months through acts of murder, rape, demolition, and massacres, and the 531 villages that were destroyed, the 11 urban neighborhoods that were emptied of the indigenous populations Bedouinsand Palestinians, you know, those hated Arabs, all, must be dealt with by returning the land that Israel stole by just giving it back, the right of return is the only solution. The occupied Palestinian lands Israel has co-opted for their eventual completion of the Zionist ethnic cleansing project is almost gone. And a 2 state solution with the lands as they are now is an impossibility as Israel continues evicting Bedouins, Arabs, Palestinians from what is left of their land.
For you to write an article about ethnic cleansing with no mention of this atrocity, this tragedy of which the whole world sits back and watches and has done so historically, and allows it to go on, and in some cases cheers it on(US imperialist), is astounding. When the British colonized parts of the Middle East, Palestine, Lord Balfour in 1917, set the wheels in motion for the Zionist take over by any and all means giving his promise to the Zionists of creating a Jewish home in Palestine.of his support. The Palestinians did put up a fight but were either run out of the country, murdered,or put in jail. Mr Gareth, you need to re-write this article for you leave out the main ethnic cleansing debacle of our time.

Americans would do nicely to demand the identical transparency. The 'shadow party', AKA the Democratic party, is beholden to every person however the American persons.
