Dame Commencement Address In his commencement speech at the University of Notre Dame on May 22,
1977, President Jimmy Carter rejected the United States’ “inordinate
fear of communism” and argued for a renewed U.S. foreign policy
based upon global alliances and respect for human rights: “For
too many years, we've been willing to adopt the flawed and erroneous
principles and tactics of our adversaries, sometimes abandoning our
