address on December 11, 2000, summing up his foreign policy beliefs.
He argued that the needs of an interdependent world dictated that America
help other countries to pull themselves out of poverty and once again
drew attention to the danger that terrorism posed to the United States.
He ended with a rousing appeal for the United States “not to squander
the best moment in our history on small-mindedness.”
