Ranking the Rich 2004

The CGD/FP Commitment to Development Index ranks 21 of the worlds' richest countries based on how much their policies help or hinder development in poorer nations. The index examines seven policy categories: foreign aid, investment, openness to immigration, responsible environmental practices, contributions to internationally approved security operations, support for technology development, and openness to international trade. Scores in green indicate a prticularly favorable score, and scores in red indicate poor performance. Substantial improvements in method explain more changes in rank since 2003.
